I didn't know the update catalog page for that specific driver, but yes you can also use Microsoft's official page to install the driver and it should fix the touchscreen being responsive. You might not believe me, but in device manager (after updating to 1803) the Intel Precise Touch Device for the Surface Book 2 was missing.
So I've had my Surface 2 RT for around a year now. After doing a recent update the touchscreen has stopped working.
